I started level 2 missions when I had less than 250,000 skill points in total. As long as you can fly a destroyer and fit it with artillery and an AB you should be ok.

I joined the Minmatar Militia with the intention of living in low security space. I always play MMOs with my PvP flag turned on and I am not about to change that habit now. So, with that in mind, is a Cruiser still the best choice?
